West Lothian Council
West Lothian Council required the provision of a mainstream school place planning system to support strategic decision making. Demographic pressures and a recovering housing market meant that a more robust and transparent approach to pupil forecasting was required, to inform decisions that would maximise the use of existing education facilities.
A key requirement of the system was the ability to generate, store and present arrange of forecast scenarios, enabling the implications of alternative data inputs and assumptions to be tested and compared.
Edge Analytics configured its edge-ucate model for West Lothian, providing a comprehensive forecasting and reporting capability for the Council’s schools and catchment.
To calibrate the edge-ucate model, Edge Analytics worked with West Lothian Council to compile a database of schools, pupils, pre-school children, housing growth and pupil yield assumptions, providing a basis for data management and scenario analysis. With GP registrations statistics not available to the Council, Edge Analytics sourced pre-school population data from Office for National Statistics population estimates.
To align with the education system in Scotland, Edge Analytics developed new report templates and adapted the edge-ucate forecasting methodology to account for Scottish school year groups.
Edge Analytics continues to support West Lothian Council, providing technical guidance and a biannual refresh of all data inputs and assumptions used by the edge-ucate model.
